Constitution Of The Texas Association Of Criminal Justice Educators

Article I - Name

This organization shall be known as the Texas Association of Criminal Justice Educators, hereinafter referred to as "The Association."

Article II - Purpose

The purposes of the Association shall be to provide for communication and interaction among individual members and other organizations involved in Criminal Justice education at the state, regional and national level; to build cooperation between Criminal Justice programs in higher education and operational Criminal Justice agencies and related fields; and to prompt a high standard of education in the administration of justice.

Article III - Membership

Regular membership shall be open to faculty members and administrators who are involved in the teaching of Criminal Justice or related subjects and accredited Texas colleges or universities which grant associate, baccalaureate or graduate degrees. Also, membership shall be open to those involved in Criminal Justice related training at academies or other institutions. Regular members shall not be deprived of membership by virtue of their changing professional positions for the remaining year of their membership.

Article IV - Officers

Section 1.  The officers of the Association shall be a President, Vice-President, and a Secretary-Treasurer.
Section 2.  The officers shall be regular members in good standing.
Section 3.  The Vice-President shall automatically succeed to the office of President at the expiration of her/his term.
Section 4.  Either the President or Vice-President shall be a member from a community college program, and either the President or Vice-President shall be a memger from a baccalaureate or graduate degree granting institution.
Section 5.  The Vice-President and Secretary-Treasurer shall be elected at the annual meeting by a simple majority of those voting members present.
Section 6.  Only the Secretary-Treasurer may be elected to an unlimited number of successive terms.

Article V - Executive Committee

Section 1.  The officers of the Association and immediate past President shall constitute the Executive Committee. The President shall chair the Executive Committee.
Section 2.  The Executive Committee shall have general supervision of the affairs of the Association between its annual meetings, fix the hour and place of its meeting, fill all offices vacated between annual meetings, make recommendations to the Association and shall perform such other duties as are specified by this Constitution.  The Executive Committee shall be subject to the orders of the Association, and none of its acts shall conflict with action taken by the Association.

Article VI - Meetings

Section 1.  Annual Meeting - There shall be an annual meeting of the Association, the time and place to be determined by the Executive Committee. Typically the annual meeting shall be held in conjunction with the Southwest Association of Criminal Justice Educators meeting unless notification otherwise is provided to the general members.
Section 2.  Special Meetings - The Executive Committee shall have the power to call a special meeting of the Association at a date and place prescribed by the Board when same shall be deemed necessary.
Section 3.  A quorum for an annual or special meeting shall be the number of members present and voting.
Section 4.  Only regular members in good standing shall have voting privileges.

Article VII - Dues

The amount of annual dues shall be set by the Executive Committee, subject to Association approval by a simple majority of voting members present.

Article VIII - Restrictions and Dissolution

Section 1.  No part of the net earnings of the Association shall inure to the benefit of, or be distributable to, its members, directors, officers, or other private persons, except that the Association shall be authorized and empowered to pay reasonable compensation for services rendered and to make payments and distributions in furtherance of the purposes set forth in Article II hereof.
Section 2.  Upon dssolution of the Association, the Executive Committee shall, after paying or making provision for the payment of all the liabilities of the Association, dispose of all the assets of the Association exclusively for the purposes of the Association in such manner, or to such organizations or organizations under Section 501 (c) (3) of the Internal Revenue Code of 1954 (or the corresponding provision of any future United States Internal Revenue Law), as the Executive Committee shall determine.  Any such assets not so disposed of shall be disposed of by the Court of Common Pleas of the county in which the principal office of the Association is then located, exclusively for such purposes of such organizations, as said court shall determine, which are organized and operated exclusively for such purposes.

Article IX - Amendments to the Constitution

This Constitution may be amended by a two-thirds (2/3) vote of the active members voting at an annual meeting of the Association.

Article X - Parliamentary Authority

The rules contained in the current edition of Robert's Rules of Order New Revised shall govern the Association in all cases in which they are applicable and in which they are not inconsistent with the constitution or any special rules of order the Association may adopt.

Article - Committees

Section 1.  The Association shall establish and maintain an Articulation Committee.  This committee will maintain a continued review of the Texas Criminal Justice transher curriculum and report every year to members.  A further function of the committee will be to act as a clearinghouse for problems relative to transfer courses.
Section 2.  In addition to standing committees, the Executive Committee may establish various Ad Hoc Committees.
