Biography:

Dr. Martinez has been working in the Criminal Justice field for over 30 years. He retired in 2002 after 27 years of service for the State of Texas in the criminal justice area. He presently is Assistant Professor of Criminal Justice at Texas State - San marcos, where he started in 2002. During the years working for the justice system he developed the PABLO Scale and the PAROLE SCORE, instruments used by the Texas Board of Pardons and Paroles to screen offenders for parole. He is also known for his work in forecatsing with the ADULT JUSTICE forecasting model, which projects the size of the prison, parole, and probation populations in Texas and it has capability to produce policy simulations. He also built the JUVENILE JUSTICE forecasting model for Texas which has the same capabilities as the adult model but for the juvenile systems.

He has developed and is presently refining a Weighted Enforcement System (WES) for licensed child care and residential facilities in Texas. A grant funded by the Texas Department of Family and Protective Services (TDFPS). He is also presently involved in developing the Texas Youth Commission Classification system with the emphasis on internal and external controlled., a grant funded by the Texas Youth Commission
