Dr. Brian L. Withrow began his professional career in 1981, with the Texas Department of Public Safety shortly after graduating from Stephen F. Austin State University with a Bachelor’s Degree in Criminal Justice. While at DPS, Brian earned his Masters of Public Administration from Texas State University-San Marcos. During his thirteen years at DPS Brian was a State Trooper, Training Officer, Inspector and Bureau Manager. He left DPS to join the staff at the Bill Blackwood Law Enforcement Management Institute of Texas at Sam Houston State University. There he managed a policing leadership and executive development program called the Graduate Management Institute. In 1999, Brian graduated from Sam Houston State University with a Doctor of Philosophy degree in Criminal Justice and shortly thereafter joined the faculty at Wichita State University in Wichita, Kansas. While at Wichita State, Brian managed the Midwest Criminal Justice Institute and later was appointed Director of the Forensic Sciences Program. In 2009, Brian joined the faculty at Texas State University-San Marcos as an Associate Professor.
As a researcher Dr. Withrow has established a national reputation as an expert in police systems and practices, with a particular emphasis on racial profiling. He has published numerous articles, reports, book chapters and two books on the racial profiling controversy. He is regularly asked to consult with police departments nationwide and to assist with racial profiling litigation. As a teacher Dr. Withrow specializes in research methods, statistics and various policing related courses at both the undergraduate and graduate levels. He holds appointments to the Graduate Faculty at Texas State and the Core Faculty in the Department of Criminal Justice. Dr. Withrow’s university service role includes membership in numerous departmental, college and university level committees and as a public servant Brian was the Mayor of Bel Aire Kansas. Brian is an Eagle Scout and currently serves as a Unit Commissioner with the Capitol Area Council, Boy Scouts of America.
